THE NEWS The Attorney General K.K. Venugopal, appearing for the Centre defended the passage of the Finance Act, 2017 as a Money Bill in circumvention of the Rajya Sabha. THE ISSUE: A five-judge bench of the Supreme Court headed by Chief Justice of India (CJI) was hearing the petitions challenging the passage of the Finance Act, 2017 as a Money Bill. The Act altered the mode of selection, appointment, removal, and the qualifications and terms of service of the Presiding Officers and Members of as many as 19 tribunals, conferring extensive powers on the Central government in this behalf.
